The AI Shepherd: Why the Most Valuable Person in Your Business Might Soon Manage Agents, Not People

There's a staffing conversation happening in boardrooms and founder Slack channels right now that isn't making it into the mainstream press yet. It goes roughly like this: we were going to hire three people for this function. We've realised we can get most of what we need from a well-configured set of AI agents, supervised by one person who knows what they're doing. So we're hiring one, not three, and the one we hire needs to be a very different profile from what we would have looked for before.
This is not a hypothetical. It's happening now, in pockets, across marketing functions, operations teams, content pipelines, customer support, financial analysis, and a growing list of other domains. The pattern is consistent enough that it's worth naming clearly: the role of AI shepherd is emerging as one of the more consequential positions a business can fill, and most organisations don't have a job description for it yet because they don't have a clear mental model of what it actually involves.
Let me try to provide one.
What Has Actually Changed
The shift that makes this role possible is not, primarily, that AI has got better at doing specific tasks. It has, but that's been true in a narrow sense for years. The shift that matters is that AI has got better at coordinating across tasks, maintaining context across a workflow, and operating with enough reliability on well-defined processes that a human no longer needs to be in the loop on every step.
An agent that drafts and sends routine customer communications is useful. An agent that receives an enquiry, checks the CRM for customer history, classifies the request, routes it appropriately, drafts a response calibrated to that customer's history and the current status of their account, sends it, and logs the interaction for follow-up: that's a different category of thing. It's not a tool. It's a process. And a coordinated set of processes, running in parallel, starts to look less like software and more like a team.
What it doesn't have, and won't have for the foreseeable future, is judgment in the genuine sense. It doesn't know when the context has changed in a way that makes the usual process wrong. It doesn't recognise the customer who sounds routine but is actually about to churn. It doesn't catch the invoice that's technically correct but smells off. It doesn't know when to break the rule.
That's what the shepherd is for.
The Shape of the Role
The AI shepherd's job is not to do the work. It's not to supervise people doing the work. It's to design, configure, and oversee the systems that do the work, and to exercise judgment at the points where systems can't.
In practice, this involves a few distinct types of activity that don't map neatly onto any traditional job description.
System design and iteration. The shepherd needs to understand the processes well enough to translate them into agent workflows, and to recognise when the workflow needs to change because the process has evolved or the current design is producing suboptimal outputs. This is part operational analyst, part prompt engineer, part systems thinker.
Exception handling. The things that fall out of the automated flow because they don't match the expected pattern. Good shepherds design their exception queues as carefully as they design the main flow, because this is where the business risk lives. A poorly designed exception process means things that needed human attention quietly didn't get it.
Output quality oversight. Not reviewing every output, which would defeat the purpose, but maintaining enough visibility to catch when the quality of automated outputs has drifted. Models get updated. Edge cases accumulate. What worked well in month one can degrade by month six without anyone noticing if nobody's watching for it.
Context injection. This one is underappreciated. AI agents operate on the context they've been given. When the business context changes, someone needs to update the agents' understanding of it. The shepherd carries the institutional knowledge that keeps the system calibrated to reality.
It's a role that requires breadth more than depth in any single domain, genuine comfort with ambiguity, and the ability to hold a mental model of the whole system while managing individual components. That's not a common combination.
The Profile That Fits
The people who are going to be good at this are not, primarily, the most technically capable people available. They might be technical, or they might not be, but technical skill is not the differentiator. The differentiator is a specific combination of qualities that, when you look at it clearly, maps more closely to what good operational leaders and senior generalists have always had, plus a new layer on top.
Systemic thinking. The ability to see a business process as a system, understand where the dependencies are, where the failure modes hide, and how a change in one part propagates through the rest. This is different from being analytical in a narrow sense. It's about holding the whole thing in your head.
Genuine curiosity about how AI actually works. Not depth in machine learning theory, but enough practical understanding to know why an agent is producing a particular output and what needs to change to produce a different one. The shepherd who treats the agents as a black box and just accepts their outputs is not doing the job. The shepherd who understands the prompting logic, the retrieval behaviour, the model's tendencies and limitations, can actually improve the system over time.
High tolerance for being wrong in small ways quickly. Agent workflows are iterative. You build something, deploy it, observe what it does in real conditions, and fix what's not working. The people who struggle with this are the ones who need to be right before they ship, because in this domain you learn primarily by running the system and watching what breaks. Perfectionism is a liability.
Communication across the technical and human divide. The shepherd sits between the AI systems and the humans who depend on their outputs: customers, stakeholders, colleagues, leadership. Being able to explain what the system is doing, why it's doing it, and what its limitations are in terms that non-technical people can work with is not optional. It's core to the role.
Comfort with accountability for things you didn't personally execute. This is the psychological shift that catches people out. When you manage a team of humans, there's a clear intuition that the team members share accountability for their outputs. When you manage a team of agents, everything the agents do is, in a real sense, a reflection of how you've designed and configured them. The shepherd owns the system's behaviour entirely. That's a different kind of accountability than most people have operated under before.
How to Prepare for It
If this sounds like a role worth positioning yourself for, either because you can see it emerging in your current organisation or because you're thinking about where the market is going, the preparation isn't as opaque as it might seem.
Start using AI tools beyond the obvious. Most people's AI experience is limited to chat interfaces: asking questions, generating text, occasionally using an image tool. That's not sufficient preparation. The step change is in building and configuring workflows: using orchestration platforms, connecting agents to real data sources and real output channels, and experiencing what it actually feels like to have a system running autonomously and producing real outputs. You don't need to build anything sophisticated. You need to get comfortable with the loop of design, deploy, observe, iterate.
Pick a domain and go deep with agents in it. The shepherd of a marketing function and the shepherd of an accounts payable function need different domain knowledge, but the meta-skill of managing agent systems is transferable. Picking one area of your work where you can genuinely experiment with replacing your own effort with an agent workflow, and then improving that workflow over time, is the most direct route to developing the right instincts.
Develop your exception radar. Pay deliberate attention to the things that fall outside normal patterns in your current work. What are the signals that something unusual is happening? How do you recognise them? What decisions do they trigger? This is the judgment layer that AI can't supply, and being conscious about how you exercise it now will translate directly into better exception design later.
Get comfortable with prompt engineering as a serious craft. It's still undervalued, and it won't stay that way. The ability to specify precisely what you want from an AI system, to test it, to diagnose why it's not working, and to improve it systematically is a core competency for this role. There's no shortcut other than practice.
Build a portfolio of things you've actually built and run. The interview question for this role, once organisations get better at hiring for it, is not going to be "what do you know about AI?" It's going to be "show me something you built, tell me what didn't work, and tell me how you fixed it." Start accumulating the answers to that question now.
The Honest Uncertainty
It would be dishonest to write about this without acknowledging the legitimate anxiety that lives alongside it. The emergence of the AI shepherd role is not a comfortable story for everyone. For every shepherd position created, there are roles that no longer exist in the form they did before, and the transition is not frictionless or evenly distributed.
What I can say honestly is that the people who are going to be most exposed are not primarily those with narrow technical skills: those skills are being augmented as much as replaced. The most exposed are those whose value has always been in executing well-defined processes reliably. That value is genuinely being absorbed by AI systems that execute reliably at a fraction of the cost.
The people who are most protected are those who have always brought judgment, contextual intelligence, and the ability to see the whole system to whatever role they've been in. Those qualities become more valuable as the execution layer automates, not less.
The shepherd role is, in that sense, the formalisation of something that the best operators have always done: understanding the system well enough to make it better, and knowing when to override it.
